(Plans 1–4) updated from new video
(Heavy Industries)
(Self-Reliance)
Stability + Self-Reliance
Plans 5–12 updated from new video
Modernisation & Technology
(Regional Balance)
Social Justice & Equality
Faster + Inclusive Growth
Faster, More Inclusive & Sustainable Growth
🧠 TRICK 3 — Plan Models 1-2-3 = H-M-S Sequence updated from new video
Harrod-Domar → Mahalanobis → Sukhamoy Chakravarty
1st: Harrod-Domar Model 2nd: P.C. Mahalanobis Model 3rd: John Sandee & Sukhamoy Chakravarty ("SC") Model
1st: Harrod-Domar Model 2nd: P.C. Mahalanobis Model 3rd: John Sandee & Sukhamoy Chakravarty ("SC") Model
🧠 TRICK 4 — 2nd Plan Steel Plants (BRD = Bhilai-Rourkela-Durgapur)
"Bharat Russa Deutschland"
Bhilai → Russia (USSR) helped |
Rourkela → Germany (West) helped |
Durgapur → UK (Britain) helped
🧠 BRD = Bhilai-Rourkela-Durgapur | "Bhai Russia Dekh"
🧠 BRD = Bhilai-Rourkela-Durgapur | "Bhai Russia Dekh"
⚠️ Fact-check note (7th vs 8th Plan model): The source video ties the John W. Mellor Model trick to the 7th Plan (via the "मिलाना/साथ" regional-balance story). However, several standard exam references (coaching question banks) instead attribute the John W. Mellor / "Miller" Model to the 8th Plan (1992–97, liberalized economy), with the 7th Plan shown under a generic "Planning Commission Model". This is a known point of disagreement across GK sources — verify against your specific exam's source material before relying on either version. Below, the 8th Plan card uses the standard-reference attribution (Mellor Model), and the video's 7th-Plan trick is kept as a separate memory aid only.

⚠️ Annual Plans (1990–92) — 2 Annual Plans. Reason: Political instability (VP Singh → Chandrashekhar govts) + Gulf War crisis + Balance of Payments crisis (1991).
🧠 Trick: "1991 mein India ka wallet empty = LPG reforms laane pade!"
8th Five Year Plan1992–97
👤 Human Development (FIRST TIME!)
John W. Mellor Model (liberalized economy) — per standard references; LPG Reforms era

⚠️ Three National Emergencies (Art. 352) — don’t mix them
1. 26 Oct 1962 – 10 Jan 1968 — China war. External. Falls on 3rd plan + start of Plan Holiday.2. 3 Dec 1971 – 21 Mar 1977 — Pakistan / Bangladesh war. External. Declared during 4th plan, runs into 5th.
3. 25 Jun 1975 – 21 Mar 1977 — Internal Emergency (the one people mean). Indira Gandhi; President Fakhruddin Ali Ahmed. 5th Plan. 20-Point Programme, press censorship, 42nd Amendment 1976. Lifted as Janata comes in; both 1971 and 1975 proclamations end 21 Mar 1977.
🧠 Trap: 1975 is internal; 1962 and 1971 are external. Financial Emergency (Art. 360) has never been imposed. President’s Rule = Art. 356, not “the Emergency”.
🏛️ NITI Aayog vs Planning Commission
Planning Commission (1950–2014): Allocated funds to states, top-down planning, states = "beggars"
NITI Aayog (Jan 1, 2015): Think Tank only, no fund allocation, cooperative federalism, bottom-up
Full form: National Institution for Transforming India
Chairman: PM Modi | CEO: BVR Subrahmanyam (current)
Governing Council: All Chief Ministers + Lt. Governors
🧠 Trick: "NITI = Naya India Thinking Institute" → It THINKS but doesn't FUND → Planning Commission funded but didn't THINK modern!

Frontier tech / AI papers, state support mission, continued ADP/ABP delta rankings, SDG localisation with states. Still no Five-Year Plan — Finance Commission + Union Budget do money; NITI does strategy, ranking, and hand-holding of lagging districts.
Frontier tech / AI papers, state support mission, continued ADP/ABP delta rankings, SDG localisation with states. Still no Five-Year Plan — Finance Commission + Union Budget do money; NITI does strategy, ranking, and hand-holding of lagging districts.
⚠️ NITI exam traps: Not a constitutional body (Cabinet resolution). Cannot give grants — that moved to Finance Ministry / Finance Commission. Chairman is always the PM. “Team India Hub” + “Knowledge and Innovation Hub” are the two internal hubs. Aspirational Districts 2018 vs Aspirational Blocks 2023 — different scales. MPI (NITI–UNDP) ≠ Tendulkar / Rangarajan poverty line.
📉 Poverty in India — indicators, committees, exam numbers
Official poverty in India was a consumption-expenditure line from NSS household surveys — not income. Last official Planning Commission estimates = Tendulkar, 2011–12. Rangarajan (2014) is a parallel expert report, not adopted as the new official line. NITI MPI is a different animal (health/education/living standards, NFHS).
🧠 Poverty-line timeline (who came after whom)
Working Group ’62 → Dandekar–Rath ’71 → Alagh ’79 → Lakdawala ’93 → Tendulkar ’09 → Rangarajan ’14 → NITI MPI ’21
🧠 “DALa TeRa MPI” — Dandekar · Alagh · Lakdawala · Tendulkar · Rangarajan · then MPI. Calorie era till Lakdawala; Tendulkar = basket (not calorie-only); Rangarajan = calorie+protein+fat + bigger non-food; MPI = multidimensional, not rupees.
How poverty is measured (vocab)
Head Count Ratio (HCR) — % of people below the line. The number UPSC quotes (21.9%, 29.5%).
Poverty Gap Ratio — how far the poor are below the line (depth).
Squared Poverty Gap — FGT index; extra weight on the poorest.
URP — Uniform Recall Period (30 days for all items).
MRP — Mixed Recall: 365 days for clothing, durables, education, institutional health; 30 days rest. Tendulkar used MRP.
MMRP — Modified Mixed: also 7-day recall for some foods. Rangarajan used MMRP.
Data workhorse: NSSO/NSO Consumer Expenditure Survey. Last official official-line year = 2011–12 (68th round). SECC 2011 is deprivation/targeting, not this line.

Calorie era — before Tendulkar
Planning Commission Working Group (1962) — first national calorie-linked line.
Dandekar & Rath (1971) — 2250 kcal; NSS-based; often the “academic” start of modern estimates.
Y.K. Alagh Task Force (1979) — first lasting official method. Calorie: 2400 kcal rural, 2100 urban. Convert calories → monthly consumption expenditure. Same basket updated by prices later.
Lakdawala Expert Group (1993) — kept Alagh calories. State-specific lines using CPI-AL (rural) and CPI-IW (urban). No fresh all-India calorie survey. URP. 2004–05 poverty under Lakdawala ≈ 27.5% — this looked “too low” vs ground reality, which is why Tendulkar was set up (2005).

Suresh Tendulkar Committee (report 2009)
Shift: away from calorie as the sole anchor to a poverty-line basket (PLB) covering food plus education, health, clothing, footwear, transport, electricity.
Used the urban PLB as the reference and priced it in rural and urban areas (same basket, different prices).
Recall: MRP. Still consumption, still NSS.
Poverty line (per capita / month):
2004–05: Rural ₹446.68 · Urban ₹578.80
2011–12: Rural ₹816 · Urban ₹1000 (Planning Commission press note, July 2013) ≈ ₹27 rural / ₹33 urban per day
HCR 2004–05: 37.2% (rural 41.8, urban 21.8) — higher than Lakdawala’s 27.5% for the same year.
HCR 2009–10: 29.8%
HCR 2011–12 (LAST OFFICIAL): All-India 21.9% · Rural 25.7% · Urban 13.7% · ~27 crore poor.
🧠 Trap: Tendulkar did not “abolish calories”; he stopped making calories the only definition. 2011–12 21.9% is Tendulkar, not Rangarajan.

C. Rangarajan Committee (report June 2014)
Why: political + expert unease that Tendulkar’s line (≈ ₹32 rural / ₹47 urban a day in 2011–12 urban-rural mix of quotes) was too tight.
Method: separate rural and urban baskets (not urban-only reference). Food component uses calorie + protein + fat norms. Non-food from observed behaviour (median of a class), not just Tendulkar’s thinner non-food.
Recall: MMRP (7-day + 30-day + 365-day).
Poverty line 2011–12 (per capita / month): Rural ₹972 · Urban ₹1407 ≈ ₹32 rural / ₹47 urban per day — this is the pair newspapers called “too low,” but it is Rangarajan’s day-rate, not Tendulkar’s (Tendulkar day-rate ≈ ₹27 rural / ₹33 urban).
For a family of 5 (2011–12): rural ~₹4,860/month; urban ~₹7,035/month.
HCR 2011–12: All-India 29.5% · Rural 30.9% · Urban 26.4% · ~37 crore poor.
Status: Expert group report to Planning Commission. Not notified as the new official poverty line. Last official all-India consumption poverty = Tendulkar 2011–12.

Other poverty / deprivation measures
NITI–UNDP National MPI (2021, update 2023): Alkire–Foster. Three dimensions — health, education, standard of living — 12 indicators (nutrition, child-adolescent mortality, maternal health, years of schooling, school attendance, cooking fuel, sanitation, drinking water, electricity, housing, assets, bank account). Data: NFHS, not NSS CES. Headcount × intensity. Not comparable 1:1 with 21.9%.
Global MPI — UNDP + OPHI; similar idea, slightly different indicator set.
World Bank international lines (PPP $) — $1.90 then $2.15 (2017 PPP extreme poverty); India also discussed on higher lines. Different from Tendulkar rupees.
SECC 2011 — census of rural/urban deprivation (automatic exclusion / inclusion, 7 deprivations). Used to target schemes (PMAY-G, etc.), not to publish a national HCR like 21.9%.
BPL census / score cards (1992, 1997, 2002) — administrative targeting, often criticised; not the Planning Commission methodology.

Hook to Five Year Plans + traps
4th Plan: Garibi Hatao slogan (1971).
5th Plan: poverty removal as explicit objective; 20-point; MNP.
6th: IRDP / NREP / TRYSEM — delivery machines for the poor.
10th: first monitorable target to halve poverty.
11th: inclusive growth; Tendulkar report lands 2009 (during 11th).
12th: Rangarajan set up 2012, reports 2014; Planning Commission dies 2015 — no new official line after 2011–12.
⚠️ Traps: Lakdawala 2004–05 27.5% ≠ Tendulkar 2004–05 37.2% (same year, different method). Don’t quote Rangarajan 29.5% as “official”. Don’t mix MPI headcount with Tendulkar HCR. Alagh 2400/2100 is calorie, not rupees. Financial Emergency (360) has nothing to do with the poverty line.

⚠️ After 2011–12: No new official Tendulkar/Rangarajan HCR from the Planning Commission (it was wound up). HCES 2022–23 consumption data exist; various researchers (and some NITI commentary) argue a sharp fall in poverty, but for prelims the safe official pair remains: Tendulkar 2011–12 = 21.9%; Rangarajan 2011–12 = 29.5% (not official); plus National MPI as a separate NITI–UNDP series.
